The PRC is accusing the US Army of the disease. Unfortunately, it is likely a half-truth: developed in Winnipeg, Manitoba and smuggled to China for completion.

Personally, I find the timing extremely suspect.
Now...
With all the hysteria around this disease, and comparing it to the flu that makes its rounds every winter, it appears to be quite docile and marketedly less deadly. That is if the information we are being spoon fed is entirely true - if it is truly deadly, why not similar numbers compared to our annual inflenza? If it is as weak as it seems, why so much government clamp down on everything? The borders are closed, except for the illegal immigrants/invaders who are originating from Africa and not being screened. Apparently walking through that crossing cleanses you of all health issues (perhaps all Canadians should have a pilgrimage through that same crossing - all our health woes would fall away.)
To coin a phrase: no single one of us will ever be as stupid as all of us put together.
It is time to stop trusting our government with anything.
